Dr. Mulgrew speaks about the role of probation in regional policy at EUROProspects 4th International Workshop

Dr. Mulgrew, was invited by EUROProspects to present on the role of probation in the revision of the Council of Europe’s regional policy on foreign nationals in prison and under probation on 3 June 2026.
EUROProspect is a EU funded project that focuses on ‘Ensuring Probationers’ Rehabiliation Prospects via targted enforcemetn of the implementation of FD 2008/947’.
EUROProsects aims to promote a consolidated European approach to the implementation of Framework Decision 947 by increasing knowledge about transfer procedures, upscaling the role of probation services in the use of this procedure and increasing cooperation between national judical authorites and services.
The project aims to promote both the increased use of the FD and a rehabiliation-centred approach to FD 947 transfer procedures.
The international workshop was attended by judges, lawyers, prosecutors, probation coordinators and officers and inspectors, magistrates and police from Portugal, Spain, Bulgaria, Armenia, Greece and Romania.
